Presidential Plenipotentiary Envoy to the Southern Federal District Vladimir Ustinov, Astrakhan Region Governor Igor Babushkin, Head of the Federal Agency for Ethnic Affairs Igor Barinov, State Secretary – Deputy Minister of Education Andrei Korneyev, Metropolitan Nikon of Astrakhan and Kamyzyak, and Deputy Ataman of the All-Russia Cossack Society Igor Kazarezov delivered messages of greetings and advice.
