The instructions have been issued to the Government of the Russian Federation and concern the assignment of quotas to small and medium-sized businesses to carry out research and development activities within the framework of industry-specific targeted programmes; the creation of a system for waste engine oil collection and recycling; and amendments to Russia’s labour legislation to simplify procedures for hiring and keeping record of small business employees.
