The Executive Order has been signed to increase the efficiency of public authorities due to the introduction of martial law in the territories of the Donetsk People's Republic, the Lugansk People's Republic, the Zaporozhye and the Kherson regions in accordance with Part 2 of Article 87 of the Russian Federation Constitution and Article 1 of the Federal Constitutional Law No. 1-FKZ of January 30, 2002, On Martial Law.
The Executive Order concerns certain powers of senior officials of the abovementioned regions related to the direct provision of life support to the residents in populated areas that are part of the territories of municipalities in these regions of the Russian Federation.
