The draft federal law ratifies the Agreement between the Russian Federation and the Republic of Kazakhstan on Good Neighbourly Relations and Alliance in the 21st Century, signed in Yekaterinburg on November 11, 2013 (referred to as the Agreement).
The Agreement stipulates that Russia and Kazakhstan will coordinate their foreign policy, cooperate closely to strengthen peace and increase stability and security in the Eurasian space and throughout the world, as well as promote the development and reinforcement of contacts and ties between parliaments, political parties and public organisations in Russia and Kazakhstan.
Moreover, the Agreement provides for the implementation of a coordinated set of measures by Russia and Kazakhstan to manage migration processes, including mutual provision of free movement by citizens of both nations. Russia and Kazakhstan pledge to support the work of information and cultural centres involved in cultural and educational work for the diasporas in the two nations.
The Agreement establishes mutually beneficial integration cooperation between Russia and Kazakhstan in defence, military technology, the social sphere, trade and the economy, investment, science and technology.
The Agreement will be in effect in parallel with the Framework Agreement on Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Republic of Kazakhstan of May 25, 1992 and other agreements.
