The proposal was put forward by Anatoly Pristavkin, a presidential advisor, and Robert Tsivilev, the head of the Presidential Pardon Directorate. The proposal applies to all mothers who are in custody irrespective of the crimes they have committed and the term of their imprisonment.
Earlier, Russia’s lower house of parliament, the State Duma, passed a resolution on granting an amnesty to women and minors. That resolution applied to a total of nearly 10,000 imprisoned minors and 14,000 women, excluding ones who had committed severe crimes or had been convicted more than once.
