The full text of the decree reads as follows:
“In connection with the adoption of UN Security Council resolution 1556 of July 30, 2004, I decree that:
1.All state organisations, industrial, trade, transport and other enterprises, companies, banks, organisations and other legal entities or physical persons under Russian Federation jurisdiction shall conduct their activities in accordance with the following:
а) As from July 30, 2004, in relation to all non-governmental formations, including the Janjawid armed formations and individuals operating in the states of North Darfur, South Darfur and West Darfur in the Republic of Sudan, it is prohibited to:
sell or supply, including by means of ships or aircraft, military and material goods, including arms and ammunition, military transport vehicles and equipment, semi-military equipment and the spare parts thereof;
provide technical training or assistance in producing, maintaining and operating the aforementioned arms and equipment.
б) The provisions of sub-point “a” of the present point do not apply to:
supplies and related technical training and assistance for surveillance, control and peacekeeping operations in the Republic of Sudan, including operations carried out by regional organisations with United Nations approval or with the agreement of the corresponding parties;
supplies of non-lethal military equipment intended exclusively for humanitarian use, for the purpose of monitoring observation of human rights and for defence purposes, and the relevant technical training and assistance;
supplies of protective clothing, including bullet-proof vests and military helmets for personal use by United Nations personnel monitoring observance of human rights, representatives of the mass media, employees of humanitarian and development organisations and their personnel.
The provisions of sub-point “a” of Point 1 of the present decree shall not extend to the fulfilment by Russian organisations of their contractual obligations to government structures in the Republic of Sudan in the area of military-technical cooperation.
The federal executive authorities shall, within the limits of their competence, ensure the enforcement of Point 1 of the present decree”.
