Participants in the meeting included Presidential Plenipotentiary Envoy to the Central Federal District Alexander Beglov, Head of Lipetsk Region Administration Oleg Korolev, representatives from the Presidential Executive Office, the Government Cabinet, the Federation Council, the State Duma, federal and regional executive agencies and businesses, as well as public and professional aviation organisations.
Items on the agenda concerned improvement of legal regulation and current issues of legislative and regulatory compliance practices with regard to training general aviation pilots.
Participants in the meeting discussed legal, organisational and economic conditions for developing a training system for civil aviation personnel, including pilots of ultralight and light aircraft.
The meeting also addressed specific suggestions for amending legislation to ensure the effective functioning of a system to train pilots and permit them to operate. This system must ensure a high level of training, as well as its accessibility to various categories of the population, and meet flight safety requirements.
