Born on May 19, 1956 in Baku, Azerbaijan.
Graduated from the Leningrad Engineering and Construction Institute in 1983, and from the Northwest Civil Service Academy in 2003.
From 1999 to 2002, he was head of the Kurortny administrative district local authority in St. Petersburg.
From 2002 to 2003, he was deputy governor of St. Petersburg and head of the St. Petersburg Administration Chancellery.
In 2003, he became acting governor of St. Petersburg and then was first deputy to the Presidential plenipotentiary envoy in the Northwest Federal District.
May 2004: appointed aide to the President, Head of the Presidential Control Directorate.
From May 12, 2008 to May 23, 2012: Deputy Chief of Staff of the Presidential Executive Office.
Since May 23, 2012: Presidential Plenipotentiary Envoy to the Central Federal District.
