I know that you already began your work yesterday. As always, there is no doubt plenty to discuss, all the more so as the threats our countries face are not getting any fewer. We are perhaps even forced to admit that the problems are worsening, for along with the traditional threats we faced, we now see new threats emerging, especially on the CIS’ southern borders.
We know the difficult situation in Afghanistan and in the Middle East, and our own countries also have no shortage of problems that we need to resolve.
Effective work on the part of your agencies is essential for our countries to be able to develop. No one can effectively fight organised crime or terrorism on their own today. Therefore, the fact that you get together like this to discuss common problems, look for solutions, and coordinate your work is certainly very important.
Of course, as is always the case, our countries’ citizens hope to see from you greater effectiveness and better coordination in all important areas of work.
