The Government was instructed to take proper measures to reduce the amount of debt owed by Russian regions, including provision to them of targeted loans for partial repayment of their debts under loans granted by lending institutions and under government securities, which exceeded 50 percent of their own revenue as of October 1, 2017.
The instructions also concerned, in part, the implementation of information systems for managing enterprises and corporate processes based on Russian-made software as part of the priority programme Improving Productivity and Supporting Employment.
Presidential plenipotentiary envoys to the federal districts were charged with monitoring the implementation of the priority programme Improving Productivity and Supporting Employment, in those Russian regions that were selected to take part in the programme in 2017–2018.
