The Federal Law aims to establish a legal mechanism to counter the financing of the proliferation of weapons of mass destruction as well as to bring the laws of the Russian Federation in compliance with international standards in this area.
According to UN Security Council Resolution 1540 (2004), all states shall adopt appropriate laws to refrain from providing any support or financing to non-state actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use nuclear weapons and their means of delivery, in particular for terrorist purposes.
The Federal Law furthers implementation of UN Security Council Resolution 1540 (2004).
Following the recommendations of the Financial Action Task Force on Money Laundering (FATF), the Federal Law envisages a list of measures to counter the financing of the proliferation of weapons of mass destruction.
