The Government of the Russian Federation has been instructed to make changes to the competition development standard in the constituent entities of the Russian Federation and to submit proposals for incorporating the application of this standard into the assessment of the regional executive authorities’ performance, as well as for introducing additional incentives to encourage the heads of federal and regional executive authorities to achieve the benchmark indicators of competition development and penalties for failing to achieve them.
Further instructions to the Government concern improving the management of state and municipal property and reducing the share of state and municipal companies in competitive commodity markets.
The executive bodies of the Russian Federation constituent entities have been given recommendations on working out the key indicators to assess competition development, updating regional and municipal roadmaps to promote competition, and developing a system of incentives for local governments to work effectively to promote competition. It is also recommended to publish and update detailed information on facilities that are regional or municipal property, on the official websites of the Russian regions and municipalities, respectively.
