A number of instructions have been issued to the Government of the Russian Federation with regard to subsidising mortgage loans for families with four or more children; granting land plots to individuals in the Far Eastern Federal district; issuing state housing certificates to people living in dwellings unfit for occupation due to natural disasters or emergencies; completing the construction of cooperative housing projects.
The Government was also instructed to draft proposals on industrial and consumer waste management; subsidising domestic passenger air service; supporting research teams working on medical products containing bio-compatible or bio-degradable polymers with a view to bringing research and development deliverables into industrial production and supplying them to medical institutions.
Together with the Presidential Executive Office, regional executive authorities and a number of ministries, the Government received instructions related to wages of certain public sector employees mentioned in the May 2012 Executive Orders, preventing any decreases in salaries compared to the level that has been achieved for these employment categories and ensuring further growth of incomes.
Together with the heads of the Russian regions that host the 2018 FIFA World Cup matches, and with input from the Russian Football Union, the Government received instructions related to making effective use of the 2018 FIFA World Cup legacy, including creating a fitness and sports infrastructure; setting up children’s football centres; holding amateur and elite sports events, including football tournaments; using the existing infrastructure facilities as training camps for Russian football teams.
Taking into consideration the situation on the labour market in the constituent entities of the Russian Federation, the Interior Ministry, together with the Ministry of Labour and Social Protection, were instructed to take adequate steps to streamline procedures for granting temporary residence permits and issuing permanent residence cards to foreign nationals and stateless persons who speak Russian and wish to live and work in Russia.
The Interior Ministry, together with the Economic Development Ministry, Ministry of Labour and Social Protection, Ministry of Science and Higher Education and the Foreign Ministry, were instructed to draft proposals for creating a simplified procedure for granting Russian citizenship to certain categories of people possessing skills and competences that could benefit the Russian economy.
The Government of Rostov Region, with input from the relevant federal executive authorities, was instructed to provide assistance to people resettling in the region due to the conflict in southeast Ukraine in order to help them settle in Russia.
The Russian Popular Front, together with the Prosecutor General’s Office, were asked to analyse case law on the use of “extremist community” and “extremist crime” terms.
The Federal Anti-Monopoly Service was instructed to monitor aircraft fuel and ticket prices with a view to preventing any unjustified increases.
In addition to this, a number of instructions were related to resolving specific matters in Russian regions: Vladimir Region, Altai Territory, Stavropol Territory, Tomsk Region and Krasnodar Territory.
