The meeting was chaired by Vladimir Putin.
First Deputy Prime Minister and Finance Minister Anton Siluanov delivered a report on national projects (programmes) for the main areas of strategic development of the Russian Federation.
The speakers also included Vladimir Putin, deputy prime ministers Tatyana Golikova, Maxim Akimov, Olga Golodets, Alexei Gordeyev and Vitaly Mutko, Moscow Mayor Sergei Sobyanin, Chairman of the Accounts Chamber Alexei Kudrin, President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin and President of the OPORA Russia public association of small and medium-sized businesses Alexander Kalinin.
The meeting participants adopted a decision to approve the proposed key parameters of the national projects (programmes) for the main areas of strategic development of the Russian Federation.
The instructions to the Government of the Russian Federation concern defining specific mechanisms, stages and methods of achieving the set tasks, goals and target indicators; providing financing for achieving the goals and target indicators set out in the national projects; staffing the implementation of national projects; detailing the national projects for each of Russia’s regions; and involving state corporations and partially government-owned companies in the implementation of national projects.
The Government, together with the Presidential Executive Office, has been tasked with monitoring and overseeing the implementation of national projects.
The deputy prime ministers, together with the Ministry of Industry and Trade, have been charged with determining the lists of equipment, technology and machinery, as well as production solutions, necessary for the implementation of national projects.
The Government has also received instructions to develop and introduce proposals on localising the corresponding production facilities in the Russian Federation, including as part of the diversification of the defence industry.
It has been recommended that the State Corporation Bank for Development and Foreign Economic Affairs (Vnesheconombank) coordinate the development institutions’ involvement in the implementation of national projects.
The Russian Popular Front has been tasked with monitoring the implementation of the Executive Order On National Goals and Strategic Objectives of the Russian Federation through to 2024, including the part concerning the changes brought about while implementing the national projects and their influence on citizens’ standard of living.
