The instructions to the Government cover additional budgetary allocations from the Government’s reserve fund for financial support for measures designed to put out wildfires in the constituent entities of the Russian Federation, monitoring fire hazards in wooded areas and wildfires by way of aerial patrolling and for providing the constituent entities of the Russian Federation with wildfire fighting equipment, as well as creating an interregional centre for aerial wildfire protection in the Far Eastern Federal District.
Another instruction to the Government concerns the provision of financial support for small- and medium-sized businesses and socially oriented non-profit organisations in connection with the suspension or restriction of their activities amid the worsening situation with the spread of the novel coronavirus (COVID-19). This support is to be provided on a non-refundable basis at the expense of the federal budget to cover employee wages.
In addition, the Government was instructed to take action to increase imports of agricultural products from the CIS member states as part of measures to stabilise food prices.
The Federal Antimonopoly Service was instructed to monitor prices of foods sold by retail chains.
Instructions to the Government jointly with the Emergencies Ministry concern the Emergencies Ministry’s engagement in actions designed to put out wildfires in areas adjacent to residential areas, to assess the provision of the regions facing challenging wildfire situations with heavy-duty equipment for ground-based wildfire extinguishing and to ensure, if needed, additional supplies of this kind of equipment.
Instructions to the Government jointly with the Defence Ministry concern assessment of the need to engage additional Defence Ministry forces and means to extinguish wildfires in areas with a challenging wildfire situation and to adopt the corresponding decisions.
In conjunction with regional executive bodies, the Government has been issued a number of instructions concerning the delineation of powers in forestry relations and the financing of expenses involved in implementing these powers; the improvement of forestry personnel training; coordination of actions of the federal and regional executive bodies in the event the decisions on additional restrictive measures have to be made at the regional level if the situation gets worse in the wake of the spreading coronavirus.
In conjunction with the executive authorities of the Republic of Karelia, the Republic of Sakha (Yakutia) and Chelyabinsk Region, the Government was instructed to take action to provide the necessary assistance to people affected by the wildfires in 2021.
Top officials of the constituent entities of the Russian Federation were issued recommendations to ensure, in conjunction with the Government, unfettered access to retail markets, fairs, non-stationary and retail delivery outlets for domestic agricultural producers and to increase the number of corresponding retail outlets to maximise accessibility for consumers. The recommendations also cover a variety of coronavirus vaccination-related matters in the constituent entities of the Russian Federation.
In conjunction with the top officials from the constituent entities of the Russian Federation, the plenipotentiary presidential envoys to the federal districts were instructed to ensure coordination of the federal and regional executive bodies’ activities to ensure the timely delivery of vaccines from manufacturers to medical institutions (vaccination sites) in the constituent entities of the Russian Federation and to organise daily monitoring of such deliveries.
