The Federal Law introduces special legal regulation of city-panning, land, housing, investment and other relations amid the sanctions in 2022.
For the purpose of supporting the Russian economy, the Federal Law simplifies the statutory procedures concerning the development of and obtaining approval for master plans, holding public discussions or public hearings on draft master plans and some other projects concerning major capital construction targets.
The changes include, in particular, a simplified procedure for granting land plots owned by the state or a municipality and preventing increases in penalties in the event that payments for residential premises or utility payments are outstanding in part or in full due to the increase in the key rate of the Central Bank.
