The Government of the Russian Federation and the State Duma were instructed to introduce amendments to legislation to improve the regulation of mass sports, including specifying Russia’s and Russian regions’ authority in this area, clarifying the definition of mass sports (to include all citizens who systematically engage in physical fitness on a private basis) and regulations concerning the development of corporate sports, introducing the definition of non-professional sports and non-professional sports leagues.
The amendments are to clarify the authority of government bodies and sports organisations with respect to organising national and international physical fitness and sporting events, including outside Russia, as well as with respect to ensuring participation of Russian and foreign citizens in these events, and to developing new formats of international cooperation in sports.
The amendments are to ensure that targeted funds are allocated from gambling revenues to fund the development of mass sports, children’s and youth sports.
The Government and the Presidential Executive Office were instructed to amend the Strategy for the Development of Physical Fitness and Sport until 2030 to provide for the development of mass sport in the current environment and to form new approaches to developing elite and professional sports. A programme is to be developed focusing on corporate sports, corporate physical fitness and sporting events, including with the involvement of foreign organisations. Champions and medallists of the Olympic Games, the Paralympic Games, the Deaflympics and the Friendship-84 international competitions will be granted presidential scholarships.
The Government and the Presidential Executive Office were instructed to double the maximum cashback for purchasing tours to the regions of the Far Eastern Federal District.
The Government and regional executive bodies were instructed to take action to ensure maintenance and capital renovation of state-owned and municipal educational institutions, and to upgrade their equipment. Instructions also concerned development of physical fitness and sports in the Russian Arctic, and accessibility of sports infrastructure for people with disabilities and health conditions. A public information system on issues concerning physical fitness and sports is to be developed and implemented in 2022. The scope and frequency of mass sport competitions for different categories of the public will be extended. Activity concerning the development of mass sports is to be extensively covered by state media are to be provided with financial support. Physical fitness and sporting event expenses from the consolidated regional budgets will be increased starting 2025.
The Ministry of Sport, the Ministry of Healthcare, the Ministry of Education and the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) also received instructions.
