The instructions to the Government of the Russian Federation concern providing patients who are over 18 years old with the necessary medicines, medical devices and assistive technology initially for a period of up to 12 months after they turn 18 as part of the activity of the Circle of Kindness Foundation for the support of children with life-threatening and chronic diseases, including rare (orphan) diseases.
The instructions also concern simplifying the import of medicines and medical devices purchased by the Circle of Kindness Foundation for its routine activity; introducing a mechanism of compensation from the federal budget for the amount of value-added tax paid by the Circle of Kindness Foundation following transactions to purchase medicines that are not registered in Russia, their import and distribution to medical organisations; and outlining the procedure for providing subsidies to the Circle of Kindness Foundation.
Instructions have also been given to make lump-sum payments to citizens awarded with the Order of Parental Glory medal and the Order of Parental Glory; to ensure the right of families with children to receive concessional mortgage loans; to provide disabled children with discounted airline tickets to and from places of medical treatment; and to consider allowing fathers of many children to receive their old-age insurance pension early.
The Government and regional executive authorities have been instructed to analyse the level of procurement of equipment and resources for Handicrafts classrooms in educational facilities and upgrade them, if necessary.
