At least half of the candidates represent professional and creative unions, employers’ unions and associations, and professional associations, as well as other non-profit organisations established to represent and protect the interests of professional and social groups.
Under the law on the Civic Chamber, the publication of information on issuing these invitations on the President’s official website is considered the day of initiating the procedure to form the new composition of the Russian Federation Civic Chamber.
The regional civic chambers are to select their representatives, one from each chamber, to the Civic Chamber of the Russian Federation within 30 days of the initiation of procedure to form the new composition of the Civic Chamber of the Russian Federation.
In accordance with Federal Law No. 589-FZ On Amendments to Article 6 of the Federal Law On the Civic Chamber of the Russian Federation, dated December 29, 2022, representatives of civic chambers of the new Russian regions will be included in the new composition of the Civic Chamber of the Russian Federation for the first time.
The Civic Chamber is vested by law with responsibility for ensuring the consideration of the needs and interests of citizens of the Russian Federation and the protection of their rights and freedoms, as well as the rights of public associations and other non-profit organisations, in drafting and implementing state policy.
The Civic Chamber exercises public oversight over the activities of federal and regional executive authorities and local governments and helps implement the government’s human rights policy at detention facilities.
