The Federal Law specifies aspects of legal regulation of relations in the area of state protection of cultural heritage objects (including identified objects of cultural heritage) located on the territories of the Donetsk People's Republic, the Lugansk People's Republic, the Zaporozhye Region and the Kherson Region, and objects of cultural heritage included in the lists (registers) on the date of the accession of the above republics and regions to the Russian Federation and the formation of new constituent entities within the Russian Federation.
The law provides a simplified procedure which does not require a state historical and cultural expert examination to make decisions on classifying such objects as cultural heritage of federal, regional or municipal significance, included in the Unified State Register of Cultural Heritage Objects (historical and cultural monuments) of the peoples of the Russian Federation, or to refuse to include such objects in the said register and terminate their further protection by the state.
The provisions of the law also apply to valuable and rare documents and collections of library holdings subject to special registration in libraries located in the territories of the above republics and regions, legal deposit copies of documents subject to special registration in libraries, permanent archival documents kept in archives located in the territories of these republics and regions, museum artefacts and collections information on which is entered in the basic records of state museums located in the above-mentioned territories, and museum collections that have been registered in the records of the above-mentioned republics.
