In connection with the amendments introduced, the Presidential Executive Order No. 961 of December 27, 2022, On Special Economic Measures in the Fuel-and-Energy Sector in Response to the Price Cap on Russian Oil and Oil Produces Established by Some Foreign States, does not apply to Russian oil exports under contracts signed to fulfil international treaties of the Russian Federation on oil supplies, which are valid on the day of entry into force of the said Executive Order, if these treaties were signed with states that are not included on the Government-endorsed list of foreign states and territories that are pursuing unfriendly actions as regards the Russian Federation and Russian legal entities and individuals.
