The Government of the Russian Federation, working together with the Bank of Russia, Sberbank of Russia, Yandex and other concerned organisations, is to submit proposals on shaping a complex of Russian technological solutions (including fundamental generative AI models and an electronic component base) needed for developing AI-assisted technologies, and to determine the volume and sources of funding for actions to create and apply such technological solutions.
The Government, acting in coordination with the interdepartmental Presidential Commission on the development of artificial intelligence technologies and with assistance from the AI Alliance and other concerned organisations and senior officials of the constituent entities of the Russian Federation, is to draft and approve a national plan for the implementation of AI-assisted technologies in the economy, social sphere and public administration at the federal and regional levels. At the same time, it should also provide for the removal of excessive administrative barriers that hinder the development of AI-assisted technologies; lowering the risks associated with the active development of AI technologies for shaping harmonious individuals and achieving independent research skills; the priority use of domestic fundamental generative AI models in public administration and at critical information infrastructure to ensure security in the use of such models; and the creation of a single database for the application of AI technologies in the economy, social sphere and public administration at the federal and regional levels.
The Government, acting to enhance the accessibility of data centres for the development of AI technologies and working in cooperation with Rosatom State Nuclear Energy Corporation, the Federal Grid Company Rosseti and other concerned organisations, is to draft an action plan for developing the infrastructure of data centres for the period up to 2030 with projections until 2036. It should include the parameters for the optimal placement of such centres, taking into account available generating capacities and the future development of national energy infrastructure, including the construction of nuclear, coal and hydroelectric power plants.
The Government, working together with the AI Alliance, the Russian Academy of Sciences, the Russian Library Association, the Russian Geographical Society and the Russian Historical Society, is to submit proposals on training multimodal AI models based on information about Russian culture, history, traditions and values, as well as the results of Russian research.
The Government, working together with Rosatom State Nuclear Energy Corporation, is to consider the possibility of integrating measures to build data centres into comprehensive proposals for building nuclear power plants for foreign markets.
The Government, working together with the Foreign Ministry and with assistance from Sberbank of Russia and other concerned organisations, is to submit proposals on developing the export of AI technologies, with a focus on the expediency of signing international agreements with friendly foreign countries, including bilateral ones, on cooperation in the use of AI technologies, as well as on the need to streamline Russian codes of ethics and technical standards in the field of artificial intelligence with the relevant codes and standards of friendly foreign states and international organisations and associations.
