Opening of new university campuses in the regions

At the Moscow Institute of Physics and Technology, the President took part, via videoconference, in the ceremony for opening new university campuses in the constituent entities of the Russian Federation.

The second phase of the Ural Federal University campus sitting on an area of 100,000 square metres has been launched in Yekaterinburg. A Sakhalin State University student campus for 1,500 students has opened in Yuzhno-Sakhalinsk, and two new dormitories for 2,500 students are now available at Baltic Federal University in Kaliningrad.

We are celebrating the opening of new campuses. This will be the best gift for students on St Tatiana’s Day. This is always a major event in the life of the city and the region.

As per your instructions, by 2036 we will have 40 world-class campuses in our country, and today we are already creating a constellation of 25 campuses from Kaliningrad to Sakhalin. This is the most wide-scale higher education infrastructure development programme in Russian history.

You may recall that in February 2024 we showed you the plans at VDNKh, and you have personally opened a campus at Baumanka [Bauman Moscow State Technical University], facilities at the inter-university campus of the Scientific and Educational Centre in Ufa, and academic buildings in Almetyevsk and Kogalym. A total of 33 facilities have been commissioned in eight regions.

Students themselves are actively involved in forming and populating these campuses. We see significant business interest: of the 12 campuses that are being built under public-private partnership arrangements, 51 percent is privately owned. They have invested about 280 billion rubles in this.

We would like to thank you for this unique programme and for supporting it. A big thank you goes to the builders and Marat Khusnullin. We hold weekly headquarters meetings, and the Prime Minister is overseeing everything. And, of course, a big thank you to the regional leaders, the builders, and businesses.

Vladimir Putin: As Mr Chernyshenko has noted, we are implementing a large-scale programme. These 25 campuses represent only the first stage, which will continue through 2030. I am confident that the programme will be fully implemented. The total volume of funding is significant: 150 billion rubles, of which 40 percent, and even slightly more, comes from federal resources.

I would also like to address the heads of regions present here today. First and foremost, I wish to thank you not only for joining us on this festive occasion, but also for your consistent and active support for these projects.

We have decided to continue this programme in the future. In this context, the synergistic effect of close cooperation between the Russian Government, the federal centre, the regions, and interested representatives of the business community is critically important for achieving the final result – one that our country urgently needs.

Once again, congratulations on today’s event. As my colleagues have already noted, this is not merely a dormitory in the traditional sense of the word. It is part of a comprehensive environment for continuing education, recreation, sports, and physical development. It is precisely such an environment that creates the conditions for acquiring knowledge and applying it effectively in practical life.

I congratulate you all on today’s event. And I would also like to extend my congratulations to all students across the country, as well as to all professors and teachers at our universities, colleges, and other educational institutions, on the upcoming Students Day.

I wish you all every success.

Thank you for your work, the results of which we can see today, and which both the regions and our colleagues at the federal centre implementing this programme can rightly take pride in.
