Opening remarks at the meeting on chemical industry development

President of Russia Vladimir Putin: Colleagues, good afternoon,

Today we will discuss the development of the chemical industry and what additional steps need to be taken to advance Russia’s chemical sector as a whole.

As is well known, this industry plays a crucial role in the country’s economy. Its products are in demand virtually everywhere: in construction, energy, the agro-industrial sector, housing and utilities, pharmaceuticals, electronics, and so on.

Russian chemical enterprises produce thousands of types of products from relatively simple goods such as baking soda to high-tech polymers that are competitive both on the domestic market and abroad.

Our task is to ensure that Russia’s chemical industry develops steadily, and that, on the basis of our strong resource and raw-material base, modern, successfully operating production facilities emerge – enterprises staffed with qualified personnel and using advanced, energy-efficient technological solutions that meet high environmental protection and ecological standards. As is well known, we have sufficient resources and a solid raw-material base. What is needed is for all of this to work, as I have said, on the basis of these high-technology solutions.

To ensure the strategic development of the chemical industry for years ahead, we obviously need a comprehensive approach, we also need to coordinate the efforts of the business, the state, the regions and, of course, our research centres.

To address these objectives, a national project – Innovative Materials and Chemistry – has been launched. It envisages that by 2030, Russia will implement projects for the production of more than 130 priority chemical products. These include promising projects in small and medium tonnage chemistry. Private enterprises are also implementing and planning large-scale investments.

In this context, we will discuss the prospects for developing and mastering innovative technologies and product lines in the chemical industry, as well as what additional decisions are needed to improve the efficiency of Russia’s chemical industry, its companies and the sector as a whole on both the domestic and international markets, including issues related to the development of production infrastructure and export logistics.
