The Federal Law sets forth the regulatory framework for the organisation and operation of the national system of confirming expected delivery of goods.
Under the Federal Law, for goods imported into the Russian Federation by road from the Eurasian Economic Union member states, a document on their pending delivery should be drawn up, and a security deposit made.
Moreover, the Federal Law lists goods not covered by the Russian legislation regarding the national SPOT system. These commodities and goods include crude oil and petroleum products, electricity, commodities transported through pipelines, goods imported by individuals for personal use and other goods.
Additionally, the Federal Law lists entities and individuals who are not obliged to make collateral payments, including major taxpayers and entities and individuals listed among authorised economic operators.
