The working group was headed by Voronezh Region Governor Alexei Gordeyev.
Deputy Minister of Construction, Housing and Utilities Andrei Chibis spoke about the working group’s tasks in drawing up its report. The meeting was attended by representatives of federal and regional executive bodies and academic and expert communities.
In their remarks, the participants noted that in the interest of enhancing the investment appeal of the public utilities sector, significant legislative amendments were made and clear rules of the game established, incentivising businesses to become more efficient. New conditions were provided in the housing and utilities sector for developing public-private partnerships, based on a balanced system of rights and obligations of private businesses. At the same time, despite the stable growth over the past three years, private direct investment volumes are insufficient.
The participants stressed the need to develop conceptual approaches for mechanisms of attracting private investment in the housing and utilities sector.
