Speaking at the plenary session, Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov emphasised the importance of the forum as a federal venue for an open and professional dialogue on key issues of implementing the state ethnic policy.

Magomedsalam Magomedov read out a message from the President of Russia, which reads, in part:
“We sincerely hold dear our multifaceted historical and spiritual heritage, good relations between representatives of different religions and cultures passed down from generation to generation. I believe that the preservation of interethnic peace and concord, protection of our traditional values, safeguarding of the languages and customs of the peoples of Russia are the key to the country's progressive, sovereign development. Of course, it is also important to enhance the constructive dialogue between the authorities and civil society institutions.”
The plenary session was attended by Deputy Prime Minister Tatyana Golikova, Deputy Speaker of the Federation Council Konstantin Kosachev, Head of the Federal Agency for Ethnic Affairs Igor Barinov, and members of both houses of parliament, as well as representatives from federal and regional authorities, civil society organisations, and the expert community.
