Minutes of the Council for Strategic Development and Priority Projects’ meeting signed

Vladimir Putin signed the minutes of the meeting of the Presidential Council for Strategic Development and Priority Projects held in the Kremlin on March 21.

Healthcare Minister Veronika Skvortsova Skvortsova Veronika Skvortsova VeronikaHead of the Federal Medical-Biological Agency (FMBA) and Economic Development Minister Maxim Oreshkin Oreshkin Maxim Oreshkin MaximDeputy Chief of Staff of the Presidential Executive Office delivered reports at the meeting.

The report by Veronika Skvortsova focused on the Russian healthcare system until 2025. Following a discussion, the meeting participants decided to approve its key priorities included in Russia's Healthcare strategy through to 2025. The key priorities include:

- improving access to medical care for the general population;

- developing and introducing innovative medical and information technologies into healthcare;

- encouraging citizens to act responsibly with regard to their health;

- building high-tech medical service export centres;

- developing a medical care quality management system;

- digitalising healthcare;

- ensuring continuous professional development of medical workers.

The minutes also list specific actions in all these areas.

The Presidium of the Council for Strategic Development and Priority Projects with the participation of the Centre for Strategic Research were instructed to ensure the formation of priority projects under the Healthcare strategy of the Russian Federation guided by the following benchmarks:

- increasing life expectancy to no less than 76 by 2025;

- increasing the average span of a healthy life to 66 by 2025;

- reducing infant mortality to 4.5 per 1,000 live births;

- reducing the death rate of the able-bodied population to 380.0 per population of 100,000 of the corresponding age by 2025;

- reducing mortality from circulatory system diseases to 500.0 per population of 100,000;

- reducing mortality from neoplasm (including malignant) to 185.0 per population of 100,000;

- reducing the waiting time at primary healthcare institutions and increasing the consultation time with the doctor;

- increasing the number of doctors, including specialist doctors, working at primary healthcare institutions;

- increasing the number of doctors with advanced training degrees.

When forming the draft federal budget for 2018 and the 2019–2020 planning period, the Government was instructed to set aside funds for implementing priority projects under the Healthcare strategy, as well as to make corresponding amendments to the Healthcare Development state programme.

Economic Development Minister Maxim Oreshkin made a report on critical tasks included in the Labour Productivity strategy.

Following the discussion of the report, the meeting participants decided to instruct the Presidium of the Council for Strategic Development and Priority Projects to approve the passport of the priority programme, Improving Labour Productivity and Employment Support, which includes the following:

- an action plan to reduce administrative barriers and stimulate labour productivity;

- regional programmes to increase labour productivity and support employment;

- organisational infrastructure, including the creation of federal and regional competence centres in the sphere of labour productivity.

The instructions for the Government concern, in particular, the development of a regulatory and legal and methodological framework necessary for implementing regional programmes for increasing labour productivity and supporting employment, as well as signing agreements with the Russian regions on implementing these programmes.
