The Federal Law stipulates that the constituent entities of the Russian Federation are entitled to provide in their constitutions (charters) for the possibility that the highest regional official (the head of the most senior executive body of a given entity of the Russian Federation) may be elected by the deputies of the legislative (representative) body of the respective entity of the Russian Federation.
The law defines the procedure and deadlines for the political parties to propose their candidacies to the President of Russia, as well as the procedure and deadlines for the President to submit to a regional legislative assembly three candidates for the post of the highest official in a Russian region.
