Dmitry Medvedev signed federal laws designed to create a customs union, a single customs territory and a legal foundation for such a union within the framework of the Eurasian Economic Community (EurAsEC)

The federal laws provide for the ratification of three agreements.

The treaty establishing a single customs territory and the formation of a customs union aims to further extend trade and economic integration between Russia, Belarus and Kazakhstan. It includes measures which, when adopted, could result in a further decision to form a customs union, as well as measures that establish basic approaches to the regulation of trade between the parties and trade with other countries.

The Treaty on the Commission of the Customs Union aims to create a legal framework for a customs union within the EurAsEC in light of further integration between Russia, Belarus and Kazakhstan. The treaty provides for the voluntary phased transfer to the Commission of the powers of public authorities of all the parties and gives the Commission the right to make binding decisions for them.

A Protocol on the Entry into Force of International Treaties aimed at creating the legal framework for a customs union, and establishing withdrawal and entry procedures was also ratified.

All three documents were signed at the meeting of the Interstate Council of EurAsEC, held on 6 October 2007 in Dushanbe.

EurAsEC members are Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
