The presidents of Russia, China, Kazakhstan, Tajikistan, Uzbekistan, and Kyrgyzstan have begun work in narrow format. They were later joined by the leaders of SCO observer countries: Iran, Afghanistan, and Mongolia, representatives of India and Pakistan, the secretaries general of the Eurasian Economic Community and the Collective Security Treaty Organisation, the executive secretary of the Commonwealth of Independent States, and the special representative of the UN Secretary-General.
Following the summit, a number of documents was signed, including the Bishkek Declaration and the Action Plan for 2013–2017 to implement the provisions of the Treaty on Long-Tern Good-neighbourliness, Friendship and Cooperation between the SCO member countries.
