The decree prescribes that civil servants should perform their duties professionally and “carry out their activity in accordance with the competence of the state body stipulated by law”. Civil servants must remain independent from the influence of professional or social groups and financial factors, and must observe political neutrality and the norms of professional ethics.
The decree states that its goal is to “increase public confidence in state institutions”. The set of regulations prescribes that civil servants “should refrain from any conduct that could cause doubt in objective execution of duties and to avoid conflicts that could harm the prestige of a state body.”
It is also recommended that civil servants should “refrain from public statements, opinion and assessments about the activity of state bodies if this is not their official duties”.
