The new law will come into force on January 1, 2006 and will give a detailed plan of action for the federal and regional authorities during the transition period. The President emphasised that the government should “follow this plan strictly.”

Preparation should begin immediately, with the government working with the commission on delimiting powers between the federal and regional authorities and ensuring that the proposals of the regions and municipalities are taken into account. The government and the commission will receive the relevant instructions very soon.
