Mr Medvedev set the goal of reducing by at least 40 percent the amount of energy used to produce the country’s gross domestic product by 2020 as compared to the 2007 energy consumption figure.
The President instructed the Government to take measures to make economic sectors such as electricity, construction, housing and utilities, and transport more energy and environment efficient, and to organize the transition to a common set of principles for drawing up regulations on acceptable environmental impact.
In particular, the Government has been instructed to prepare draft laws on economic incentives for using energy-saving and environmentally friendly technology and on increasing liability for exceeding acceptable environmental impact levels.
The Government has also been instructed to make budget provisions for projects using renewable energy sources and environmentally friendly technology starting from 2009.
