Mr Putin noted that federal relations in Russia have now reached a new stage with the country’s regions playing an increasingly responsible and important part in economic development. Some additional powers should be transferred to the regions, while certain matters that are currently the regions’ responsibility should, on the contrary, be decided at federal level, Mr Putin said.
The President particularly emphasised that the transfer of powers from federal to regional level should not in any way destabilise the state management system.
The State Council Presidium examined a list of powers proposed for transfer that was drawn up by the State Council’s working group.
