Vladimir Putin participated in the international NGO forum, Civil G8 2006

The President said that he is ready to consider criticism that may arise while implementing the law on non-governmental organisations in Russia but that he is against foreign governments financing political activities within Russia.

Vladimir Putin proposed discussing the NGO proposal to create certain systemic mechanisms, consultations and supervision for the implementation of decisions made at G8 summits at the forthcoming summit meeting in July.

Speaking at the forum the President pointed out that many NGO ideas were reflected in the projects for the final documents of the G8 summit meeting that will be held in July. He also emphasized that certain proposals will provoke disagreements.

The head of state drew attention to the fact that the British Prime Minister, French President and other G8 colleagues are interested in establishing a dialogue with NGOs.

Vladimir Putin pointed out that the Civil G8 2006 differs significantly from other such meetings. In previous years meetings were held in a limited format while this year the largest possible numbers of NGOs have been invited to this forum, the President emphasized.

Vladimir Putin emphasized the special importance of education and said that the offer to create a system for exchanging information and experience between NGOs and professional communities in the sphere of education was fully realizable.

The President said that environmental issues must be included in the discussion of energy security at the G8 summit.

The President considers that the NGO proposal to increase the taxes paid by nuclear and oil industries is not the best possible option but he agrees to talk about allocating budgetary resources to develop alternative energy sources.

Vladimir Putin considers it possible to discuss allocating ten billion dollars a year for the programme Education for All at the G8 summit. Along with this the decisions that have already been made in the sphere of education must continue to be implemented.

The President said that it is impossible to forever write off the debts of the poorest countries without making systematic changes to international economic relations since the existing structure will once again result in debts.

When he mentioned the Chechen theme the head of state promised to do everything possible to develop civil society within the Chechen Republic. He noted that military operations in the Republic have stopped and that there are only punctual incidences of terrorism.

The meeting between Vladimir Putin and the participants of the international NGO forum Civil G8 2006 will be published.
