The agreement was signed on April 16, 1999 in Moscow.
In his covering letter to State Duma Speaker Gennady Seleznyov, Mr Putin said the agreement “strengthens the legal foundation for deploying a Russian military base in Tajikistan and aims to enhance the legal protection of Russian military personnel serving at the base and of their families.” The letter said the agreement would benefit Russia.
The acting president signed a decree appointing Russian First Deputy Defence Minister and State Secretary Nikolai Mikhailov; Lieutenant General Alexander Rukshin, the first deputy head of the Main Operations Directorate of the Russian Armed Forces’ General Staff; and Lieutenant General Nikolai Mukhin, deputy commander of the Russian Armed Forces’ Missile and Artillery Troops, as official representatives during the agreement’s ratification by both houses of the Russian parliament.
