In his introductory speech, President Putin said that the State Council could become a very influential institution and a good professional help for the President and the Government, the State Duma and the Federation Council.
Mr Putin emphasised that all issues to be discussed by the Council should be thoroughly studied and analysed.
The meeting also discussed by-laws and working procedures of the State Council, which would convene on a regular basis to discuss state development, progress of economic and social reforms, and social issues.
It was resolved to create eight working groups, each to be headed by a member of the State Council presidium.
