The summit began with a photography session of the participants. Following the session the leaders of Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan participated in an SCO session in a restricted format. The presidents were then joined by members of their delegations and SCO observers – the presidents of Iran, Mongolia, representatives from Pakistan and India – as well as the summit's special guests.
Following the meeting the heads of SCO member countries adopted a number of documents, including the Agreement on Long-Term Neighbourly Relations, Friendship and Cooperation between SCO member states, the Bishkek Declaration, and a Joint Communique.
They also adopted a Resolution on Approving an Action Plan to Ensure International Information Security, a Resolution on Adopting the Report by SCO Secretary General on SCO Activities in 2006, and a Resolution on Approving the Report by the Council of the SCO Regional Anti-Terrorist Structure (RATS) on RATS Activities in 2006.
An Agreement between Governments of SCO Member Countries on Cultural Cooperation and an Agreement on Cooperation between the SCO Business Council and the SCO Interbank Association were signed in the presence of the heads of state.
Following the signing of these documents the presidents of Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan made press statements.
After the meeting Vladimir Putin and other SCO leaders participated in a gala concert in honour of the summit's participants and guests. Various cultural figures from SCO member countries participated in the gala concert which was held in the Kyrgyz National Philharmonic Hall.
