The congratulatory message reads, in part:
“I am sure that under your leadership Mongolia will continue its policy of strengthening its strategic partnership and good neighbourly relations with Russia.
I am ready to establish working contact with you and I invite you to take part in the meeting of the leaders of Shanghai Cooperation Organisation member states and observer states, and in the Organisation’s plenary session, which will take place within the SCO summit in Yekaterinburg on June 15–16, 2009. I think that we will have the opportunity to meet personally for the first time in Yekaterinburg.
We place great importance on the upcoming seventieth anniversary of our joint victory at Khalkin Gol River. I am sure that we will celebrate in deserving fashion this memorable date in the history of our bilateral relations.”
In 1939, Soviet and Mongolian forces routed Japanese troops at Khalkin Gol River nearby the border with Manchuria.
