The Federal Law is aimed at introducing ‘supervision holidays’ for small businesses, namely a three-year ban on scheduled inspections by state or municipal controlling (supervising) agencies. The ban does not concern individuals who have gravely violated Russian Federation law over the three years in question or businesses whose activities have to do with high health and safety, environmental or other risks envisaged by law.
The Federal Law envisages introducing a risk-oriented approach to state and municipal control (supervision) and sets the principles of such an approach.
