Speaking at a meeting, the President proposed establishing a common open-access data base on the best specialists at municipal, regional and federal level.
The most promising specialists would be included in a so-called presidential quota, Mr Medvedev said. It is important in this respect to set the right criteria for selecting specialists for the quota, so that employers see inclusion in it as a real guarantee of a quality professional worthy of working not just in the civil service but in other areas too.
The President also indicated the need to establish a common system for human resources monitoring and information on job vacancies, to make the education system more focused on the labour market and get the federal authorities involved in training and re-training of personnel.
The state’s task is to develop common approaches to building up a reserve pool and a common set of competitive selective procedures, Mr Medvedev said.
