Instructions following a meeting on agriculture and food industry

The President approved a list of instructions following a meeting on agriculture and food industry held on May 20, 2020.

The Government of the Russian Federation has been instructed to ensure allocation, in 2020, of federal budget funds to increase subsidies to agricultural equipment manufacturers; subsidies to special-purpose machine and equipment manufacturers for them to offer discounts to their buyers; and subsidies to reimburse Russian leasing agencies for losses due to discounts in advance payments under the agreements on leasing special-purpose machines and equipment.

The instructions to the Government also include increasing the amounts of new loans and extending up to one year the term on current loans granted at reduced rates to agricultural commodity producers, organisations and self-employed entrepreneurs; reduce the volatility of grain prices for flour producers; provide state support for agricultural commodity manufacturers during the development, introduction and use of Russia’s latest technology and digital innovations; ensure the development and introduction of a cross-cutting system for grain traceability; and the development of vegetable production in the Far Eastern Federal District.

The Government has been instructed to consider, together with Russian Railways and the Russian Export Centre, the possibility of reducing the costs of railway shipping rates for agricultural products, raw materials and processed food with a view to promoting exports.

The Government has been instructed to consider, together with Rosatom State Corporation and Russian Railways, ways to reduce the costs of delivering fish products from the Far East to European Russia via the Northern Sea Route with a view to reducing fish product prices.

The Government has been instructed to consider, together with regional executive bodies, additional measures on expanding the sales of products made by farms and agricultural consumer cooperatives, and to adopt the relevant decisions.
