Babich Mikhail


Presidential Plenipotentiary Envoy to the Volga Federal District
Born on May 28, 1969 in Ryazan.
Mr Babich graduated from the Ryazan Higher Military Command School of Communications in 1990. In 1998, he received a law degree from the Moscow Institute of Economics, Management and Law. He completed studies at the State Academy of Management in 2000, and the Department of Retraining and Advanced Training of the General Staff Military Academy of the Armed Forces of the Russian Federation in 2005. He holds a Ph.D. in Economics.
In 1990–1995 he served in command positions within the Airborne Troops, as well as the KGB troops, and took part in combat operations.
In 1995–1998 Mikhail Babich was CEO of Antey Corporation in Moscow.
In 1998–1999 he was the first vice-president of the OAO Rosmyasomoltorg Russian Trade and Production Company.
In 1999–2000 Mr Babich was First Deputy General Director of the Federal Agency for Food Market Regulation.
– Between January and December 2000 he was Deputy Prime Minister of the Moscow Region.
In 2001–2002 Mikhail Babich was Vice-Governor of the Ivanovo Region, and head of Ivanovo Region’s mission to the Government of the Russian Federation.
In 2002–2003 he was Prime Minister of the Chechen Republic.
In 2003 Mr Babich was Assistant Director of the FSB’s border guards service, and Assistant Minister of Economic Development and Trade of the Russian Federation.
In 2003–2011 he was a deputy of the State Duma of the Federal Assembly of the Russian Federation, deputy chairman of the State Duma defence committee, and a United Russia party member.
Since December 2011 Mikhail Babich became the Presidential Plenipotentiary Envoy to the Volga Federal District.
Mr Babich is married with three children.
