Mr Medvedev also placed flowers at the memorials before the Kremlin wall honouring the hero-cities and the cities of military glory.
A ceremonial march by the Moscow garrison troops concluded the ceremony.
The previous day, Mr Medvedev issued presidential executive orders conferring the title of City of Military Glory on three Russian cities – Stary Oskol, Kolpino, and Anapa.
