The Protocol was signed in Astana (Kazakhstan) on July 5, 2010.
The document regulates the legal relationships pertaining to restrictions on free movement of a number of goods within the common customs territory of the Customs Union. The restrictions in question were stipulated in the international Customs Union agreements that Russia has already ratified.
