In order to achieve breakthroughs in science and technology and socioeconomic development in the Russian Federation, increase the country’s population, improve the living standards and conditions of our citizens, and create an environment and opportunities for all to fulfil their potential, the President has instructed the Government to achieve the following national development goals by 2024:
a) ensure sustainable natural population growth;
b) increase life expectancy to 78 years (80 years by 2030);
c) ensure sustainable growth of real wages, as well as the growth of pensions above inflation level;
d) cut poverty in half;
e) improve housing conditions for at least 5 million households annually;
f) accelerate technological development and increase the number of organisations engaged in technological innovation to 50 percent of the total;
g) speed up the introduction of digital technologies in the economy and the social sphere;
h) take Russia into the top five largest economies, ensure economic growth rates exceeding international rates, while at the same time maintaining macroeconomic stability, including inflation under 4 percent;
i) support high-productivity export-oriented businesses in the basic sectors of the economy, primarily, in manufacturing and the agroindustrial complex, based on modern technology and staffed with highly qualified employees.
The Government was instructed to approve, by October 1, 2018, the Key Guidelines for the Government to 2024 and a forecast of the socioeconomic development of the Russian Federation to 2024, providing for mechanisms and resources to achieve these national goals, and also, in accordance with the national goals, to develop (adjust) – jointly with the regional government authorities – and submit by October 1, 2018 for consideration by the Presidential Council for Strategic Development and Priority Projects, national projects (programmes) in the following areas:
demography;
healthcare;
education;
housing and urban environment;
environment;
safe and high-quality motorways;
labour productivity and employment support;
research;
digital economy;
culture;
small and medium-sized businesses and support for individual entrepreneurs;
international cooperation and exports.
The Executive Order identifies specific goals and targets to be taken into account by the Government when developing these programmes and achieved by 2024.
In addition, the Government was instructed, based on the spatial development strategy of the Russian Federation, to develop, with the participation of the regional governments a comprehensive plan for upgrading and expanding core infrastructure, to be approved by October 1, 2018, which addresses the following goals by 2024:
developing East-West and North-South transport corridors for carrying goods, including by way of:
building and upgrading Russian sections of motorways that are part of the Europe-Western China international transport route;
increasing the capacity of Russian seaports, including the ports of the Far East, Northwestern, Volga-Caspian and Azov-Black Sea basins;
developing the Northern Sea Route and increasing its cargo traffic up to 80 million tonnes;
reducing the time to ship containers by rail, in particular from the Russian Far East to Russia’s western border, down to seven days, and quadrupling the volume of transit container traffic by rail;
creating nodal cargo multimodal transport and logistics centres;
increasing the throughput capacity of the Baikal-Amur and Trans-Siberian railways by 50 percent to 180 million tonnes;
increasing the capacity of railway approaches to the seaports of the Azov-Black Sea basin;
Instructions to the Government related to infrastructure modernisation also concern improving the economic connectivity of the territory of the Russian Federation through expanding and upgrading rail, air, road, sea and river infrastructure and guaranteed supply of affordable electricity.
Instructions to the Government also concern financial support for the national projects (programmes).
The Executive Order shall come into force on the day of its official publication.
