It has been proposed that during the 2016 spring session the State Duma and the Government discuss and adopt several draft federal laws regarding various aspects of urban planning and construction.
The Government has been instructed to prepare amendments to Russian laws – specifically, concerning construction regulations, construction investment auditing, improvement of state oversight for construction projects, tenders for the design and execution of major construction projects, and other urban development issues.
The instructions to the Government and the Central Bank of Russia concern mortgage lending and bank support for the co-financing of construction contracts with developers to attract individual investments for residential construction.
Separate instructions were issued to the Prosecutor General’s Office, the Interior Ministry, the Federal Anti-Monopoly Service and Rostekhnadzor [Federal Service for Environmental, Technological, and Nuclear Supervision].
The Government and regional executive bodies have been instructed to develop proposals for a programme that will meet the demand of Russian citizens for housing by 2025.
Instructions to the Government, with participation of the Agency for Housing Mortgage Lending, concern the inclusion of state-owned land located in large administrative centres in residential housing projects; pilot residential construction projects, including those funded by private investments; landscaping and maintenance of streets, squares, parks, riversides and urban infrastructure for sport and physical activity; development of various forms of cooperation in residential construction.
Recommendations were also given to regional executive authorities.
