Instructions following meeting with Presidential Plenipotentiary Envoys to Federal Districts

Vladimir Putin has signed a list of instructions following his meeting with Presidential Plenipotentiary Envoys to Federal Districts on April 9, 2014.

The instructions to the Government concern, among other issues, the loans received by regions of the Russian Federation from lending institutions; additional financial aid to the regions, including for the relocation of residents of housing unfit for living; and criteria to assess the efforts of federal executive authorities and the Housing and Utilities Reform Fund to relocate residents of rundown housing. The Instructions also speak of improving the performance of the Housing and Utilities Reform Fund.

The Government, together with the Fund, has been instructed to assist executive authorities in the Crimean Republic and the Federal City of Sevastopol in developing regional housing improvement programmes and to provide the necessary funding.

The Government and the Presidential Plenipotentiary Envoys to Federal Districts have been instructed to provide support to executive authorities in the Crimean Republic and the city of Sevastopol in organising summer holidays for Russian citizens in Crimea.

Presidential Plenipotentiary Envoys to Federal Districts have also been given instructions to monitor the implementation by regional executive authorities of measures to improve the administration of the state debt.
